新加坡 PR 审核标准：ICA 表示会考虑哪些因素
新加坡移民与关卡局（ICA）就 PR 申请公布了六项评估因素——与新加坡人的家庭关系、经济贡献、学历资格、年龄、家庭状况以及居留年限——并以整体考量的方式逐案审核每一份申请。ICA 没有公布任何计分制、权重、最低薪资、最低居留年限、批准率或拒签理由清单，并曾表示具体标准不能对外公开。
要点
- 唯一的官方要求，就是申请类别加上下文引述的六项评估因素。
- 每一项因素都要用文件来佐证：雇主信与工资单（经济贡献）、各类证书（学历资格）、结婚与出生证明（家庭）。
- 官方没有规定最低薪资、任职年限、年龄上限或居留年数——相反的说法都是第三方的猜测。
- ICA 曾公开提到申请时处于失业状态是相关因素，也表示单凭婚姻并不等于有资格获得 PR。
- ICA 会向雇主核实受雇资料，并会在“where necessary”（必要时）约谈申请人与担保人。
官方公布的因素清单
ICA 也把自己的做法形容为“holistic, calibrated”（整体考量、按情况拿捏），并会在“where necessary”（必要时）约谈申请人与担保人；ICA 在 2019 年表示“specific criteria or grounds for accepting or rejecting applications cannot be made known publicly”（批准或拒绝申请的具体标准与理由不能对外公开），以防有人钻空子。

这对您的申请意味着什么
- 先确认自己属于某个申请类别——在此之前，其他一切都无从谈起。
- 把每项因素都佐证到位：近期的雇主信、完整的工资单、经认证的翻译件，姓名与日期前后一致。
- 如果可以避免，就不要在失业期间递交申请；ICA 自己举的例子说明，申请时的就业状况确实会被看重。
- 在类别允许的情况下把家人一并纳入申请——家庭状况本身就是明列的评估因素。
- 坦然面对自己较弱的一环；被拒后可在 12 个月内提出上诉，也可以在情况改变后重新递交新的申请。

常见问题
ICA 会偏好某些国籍吗？
ICA 没有公布任何与国籍相关的标准。Population in Brief 2025 记录 2024 年新获批 PR 的来源地区为 63.9% 东南亚、29.6% 其他亚洲地区、6.5% 其他地区——这是对结果的描述，不是规则。
学历越高越有帮助吗？
学历资格是明列的评估因素之一，2024 年获批 PR 者（20 岁及以上）中有 81.1% 拥有中学后学历。ICA 并未公布任何学历门槛。
会有面谈吗？
ICA 表示面谈会在“where necessary”（必要时）作为综合评估的一环进行；并没有一道必经的面谈程序。
做义工有用吗？
ICA 把评估的重心放在融入本地社会的能力，以及落地生根的决心。它并未把义工列为评估标准。持续参与社区活动是坊间常提到的融入证明方式；临申请前才突击参加，很难被读成一种长期承诺。
