Work passes
ONE Pass (Overseas Networks & Expertise Pass)
The ONE Pass is MOM's pass for top talent in business, the arts, sports, academia and research, and — from 28 January 2027 — AI and tech. The usual route is a fixed monthly salary of at least S$30,000 from one established employer for the past 12 months, or from a Singapore employer to come; outstanding achievement is an alternative. Candidates can apply themselves. The pass lasts up to 5 years, is not tied to one employer, and is exempt from COMPASS and job-advertising requirements.
Key takeaways
- Salary route: at least S$30,000 a month for 12 consecutive months from one employer, at an established company (US$500 million market capitalisation or US$200 million annual revenue).
- Alternative: outstanding achievements in sports, arts and culture, or academia and research, reviewed by MOM with other agencies.
- Self-application is allowed. Up to 5 years at a time; no need to reapply when changing jobs.
- Renewal (5 years each time) needs an average of S$30,000 a month over 5 years, or a Singapore company employing at least 5 locals at the EP qualifying salary.
- A spouse on a Dependant's Pass can work on a free Letter of Consent — unlike EP and S Pass families.
The routes to a ONE Pass
| Route | What MOM requires |
|---|---|
| Current or last employment | A fixed monthly salary of at least S$30,000 (or its foreign-currency equivalent) for the 12 consecutive months before applying, at an established company overseas where applicable |
| Prospective employment in Singapore | A fixed monthly salary of at least S$30,000 from an established Singapore-based company, applying only when the job starts within 6 months |
| Outstanding achievements | Achievement in sports, arts and culture, or academia and research, reviewed holistically by MOM with agencies such as MCCY, MOE, NRF and A*STAR |
| AI and Tech (from 28 January 2027) | At least S$30,000 a month for 12 months with a fixed component of at least S$22,500; 5 years in founder, C-suite or technical tech roles within the past 10; a tech company of the stated size |
- One employer. MOM: the qualifying salary “should come from one employer only” — S$20,000 plus S$10,000 from two companies does not qualify.
- Established company: a market capitalisation of at least US$500 million or annual revenue of at least US$200 million; global figures can be combined, case by case.
- Existing pass holders need at least 1 year of work in Singapore.
- The AI and Tech track replaces the Tech.Pass, which EDB says will stop taking new and renewal applications from 28 January 2027.
What the pass allows
- Exemption from COMPASS and from the Fair Consideration Framework job-advertising requirements.
- Starting, operating and working for several companies at once, subject to any employment contract.
- No new application when changing jobs, and no levy or quota.
- Up to 5 years for a first pass and for each renewal. MOM asks holders to report their professional activities and annual income by 31 January each year.
Applying and renewing
MOM: “Eligible candidates can apply directly”, and an employer or appointed agency may apply for them — but only one work-pass application per candidate at a time, so a ONE Pass and an Employment Pass cannot be pursued in parallel. Most applications are decided within 4 weeks. Renewal can start up to 6 months before expiry and needs either an average fixed monthly salary of at least S$30,000 over the past 5 years in Singapore, or a Singapore-based company the holder started that employs at least 5 locals each earning at least the EP qualifying salary.
Family
A legally married spouse and unmarried children under 21 can hold a Dependant's Pass; a common-law spouse, step-children, handicapped children over 21 and the holder's parents can hold a Long-Term Visit Pass. MOM's ONE Pass family page names parents without the salary condition EP holders face, and states no figure. The practical difference from other passes is work: MOM says spouses of ONE Pass holders on a Dependant's Pass can work or run a business on a Letter of Consent, free of charge, whereas other Dependant's Pass holders need a work pass of their own.
The ONE Pass and permanent residence
MOM's FAQ says ONE Pass holders are eligible to apply for PR through ICA, while ICA's page names only Employment Pass and S Pass holders. ONE Pass to PR keeps the two sources apart and explains what ICA weighs.
