Employment Pass to Singapore PR

An Employment Pass holder can apply for Singapore PR at any time: ICA names “Holder of an Employment Pass or S Pass” as an eligibility category and states there is no specific employment period to wait. You apply yourself through the ICA e-Service with Singpass, and may include your spouse and unmarried children under 21. ICA then assesses its six factors, with no published thresholds. Holding an EP shows you meet MOM's rules for the pass; PR is a separate, discretionary ICA decision.

  • Economic contribution: an employer letter dated within 3 months stating occupation, start date and basic and gross salary; six months of payslips; a role and salary that have progressed. ICA verifies employment information with employers.

Timing considerations

  • Apply while your EP is valid and your employment is stable; a pending PR application does not extend a pass.
  • Renewal of your EP continues under MOM rules while ICA processes the PR application (within 6 months when documents are in order).
  • Changing jobs during processing is not prohibited; ICA may request updated documents. A job loss during processing is a material change.
  • If you plan to include family, remember sons obtaining PR under your sponsorship are liable for National Service.

Do I need to have been on my EP for two years?

No. ICA states there is no specific employment period. Longer residency is a factor, not a threshold.

Does my salary need to be above a certain level for PR?

ICA publishes no PR salary threshold. MOM's qualifying salary applies to the EP itself.

Will applying for PR affect my EP renewal?

The two are decided separately. A PR application is not a factor in MOM's EP renewal rules.

Can I include my parents?

Not under the work-pass route. Parents can hold a Long-Term Visit Pass (MOM, if you earn S$12,000+), and a citizen child aged 21+ can later sponsor an aged parent for PR.
