Spouse of a Singapore citizen or PR: from LTVP to PR

The spouse of a Singapore citizen or PR falls within ICA's first eligibility category whatever pass they hold, including LTVP, Dependant's Pass and Work Permit holders. The citizen or PR spouse sponsors the application through the ICA e-Service with Singpass. ICA publishes no minimum marriage duration but has said repeatedly that marriage does not entitle a foreigner to automatic PR, and that the marriage's stability and length and the sponsor's ability to support the family are considered. The Long-Term Visit Pass is the alternative ICA points to.

Documents the spouse route typically needs

Marriage certificate (required where the marriage was not registered in Singapore), plus divorce or death certificates for any previous marriage and custody papers where relevant.
Applicant's photo (400 × 514 px), passport, birth certificate, educational certificates, and employment evidence if working (employer letter within 3 months, six months of payslips).
Sponsor's identity card and income evidence — ICA has said the sponsor's ability to support the family is considered, and the checklist's sponsor column asks for employment documents.

From LTVP or LTVP+ to PR

There is no “LTVP route” to PR: the Long-Term Visit Pass is ICA's pass for the spouse of a citizen or PR while they live here, and the PR application is made under the spouse category whatever pass you hold. What the LTVP changes is the order of events.

Before the marriage (citizen spouse). ICA's Pre-Marriage LTVP Assessment (PMLA) is free. Couples who complete it get an LTVP processing time of 6 weeks instead of up to 6 months, and ICA says it shows the intended spouse's chances of an LTVP, “as marriage does not guarantee LTVP approval”.
A Work Permit holder needs MOM's approval first. MOM's Work Permit conditions require approval before marrying a citizen or PR, and the condition outlives the permit — see the Work Permit guide.
On the LTVP. Your citizen or PR spouse sponsors the LTVP through ICA's e-Service. MOM cancels an existing work pass once the LTVP card is issued; an LTVP or LTVP+ holder who is the spouse of a citizen or PR can work with a Pre-approved Letter of Consent (PLOC), requested when the LTVP is applied for.
Then PR. The same sponsor logs in to ICA's e-Service with Singpass to apply for PR under the spouse category. ICA publishes no minimum time on an LTVP and no minimum length of marriage; employment while on the LTVP evidences the economic-contribution factor, and length of residency is one of the factors ICA lists.
