From ONE Pass to Singapore PR: what the official sources say

What MOM says

MOM answers the question directly on its ONE Pass FAQ: “Yes, you are eligible to apply for Singapore PR. You can apply through the Immigration and Checkpoints Authority (ICA) website.” Its FAQ document adds the comparison that matters: “Similar to Employment Pass and S Pass holders, Overseas Networks & Expertise Pass holders are eligible to apply for PR.” MOM gives the same answer, in the same words, for Employment Pass and S Pass holders.

What ICA says

ICA's “Becoming a Permanent Resident” page lists the people who “may be eligible to apply”, and the work-pass entry reads “Holder of an Employment Pass or S Pass”. The ONE Pass — along with the EntrePass, Personalised Employment Pass and Tech.Pass — is not mentioned on that page. This is why SingaPR's eligibility checker shows ONE Pass holders as “confirm with ICA” rather than as a named category: the eligibility rests on MOM's statement, and the e-Service applicant type is the work-pass one.

How the application works

   Confirm your applicant type in the e-Service

   Log in to the ICA e-Service with your own Singpass. Work-pass holders submit for themselves; no sponsor is involved. If the applicant-type options do not match your pass, ICA's e-Service help is the place to confirm before paying.

   Assemble ICA's document set

   The same checklist applies as for an Employment Pass holder: passport and pass, educational certificates, employer letter within three months stating occupation, start date and salary, six months of payslips, and tax assessments where relevant.    Pay S$100 and wait

   The fee is per application and non-refundable. ICA processes applications within 6 months when documents are in order; some take longer. You cannot submit another application while one is pending.

Timing: is there a minimum period on the pass?

ICA states on ask.gov.sg that “there isn't any specific employment period which foreigners have to wait before applying” for Employment Pass and S Pass holders. MOM's guidance places ONE Pass holders on the same footing, and no official page sets a waiting period for them either. Length of residency is still one of ICA's assessment factors, so a longer, continuous stay in Singapore adds evidence — which is different from a rule.

What ICA weighs — and what the ONE Pass does not change

The ONE Pass is issued on MOM's criteria, including a high fixed monthly salary or outstanding achievements. Those are pass criteria. ICA's PR assessment looks at family ties, economic contributions, qualifications, age, family profile and length of residency, and publishes no thresholds for any of them. A ONE Pass salary is strong evidence on the economic-contribution factor; it is not a shortcut through the others. Family members

A ONE Pass holder's legally married spouse and unmarried children under 21 typically hold Dependant's Passes. A Dependant's Pass is not a PR category in its own right; the routes open to them — applying together with you, obtaining a pass of their own, or a family route once a citizen or PR sponsor exists — are set out in the Dependant's Pass to PR guide. Male dependants granted PR through your application are liable for National Service; first-generation main applicants under the work-pass route are administratively exempted.
